    Carl concentrates on Customs, International Trade and Transportation law, providing practical advice relating to all cross-border trading laws and regulations and the import requirements concerning trademarks, copyrights and patents as well as classification, appraisal and import requirements of a wide range of consumer and commercial goods.

    • Cases

      He was consulted by Congress and members of the government prior to the implementation of the Cultural Property Act, which regulates the international movement of certain art and artifacts, and has testified on numerous occasions on behalf of the John F. Kennedy International Airport Customs Brokers and Freight Fowarders Association in relation to changes in the Customs and related laws. He has appeared on behalf of clients located throughout the United States, before the United States Customs & Border Protection (CBP), United States Department of Commerce, Fish & Wildlife Services, Food and Drug Administration, and numerous other federal agencies for whom CBP enforces their oversight mandates. He has also successfully represented clients who have been involved in civil and criminal fraud investigations relating to import and export activities as well as import issues pertaining to Intellectual Property matters. Most recently, he developed security plans for importers and others to comply and participate in the Customs-Trade Partnership Against Terrorism (C-TPAT). Carl has prepared Importer Self Assessment (ISA) plans for importers in textile, medical equipment and other significant product groups.
